Those who I have known for a few years and used to game with me online will know I've always had a slower than average Internet connection due to the rural area I live in. So before anyone starts to laugh at my ridiculously slow speeds, please take not of what I said so you are more understand towards my obsolete technology for using the World Wide Web.

Now, to what I was going to ask for help on or at least some sort of insight was my download speeds.

So, here we go . . .

Once we first got ADSL in this area I was obviously chuffed to bits and I was very happy to have a nice 512Kb/s ADSL connection. This to me was great, way faster than what I had before. After what seemed and eternity we were able to get up to 1Mb/s. Oh yes! Good, huh? Super fast!
After that I noticed that on a speed availability site (I forget which one, maybe my ISP . . .) I was able to get 2Mb/s. At this point I was practically creaming in my pants. 2Mb/s! Never!

I contacted my ISP and informed them that it was saying I was able to get these speeds and they done whatever they did and, there it was, my speed increased.

Thinking about it, I'd best tell you what ISP I'm with - http://www.plus.net

So, at this current moment http://www.speedtest.net is giving me this:-

(Now it was a waste of time telling you what ISP I'm with at it tells you just there!)

Obviously it's not as fast as I'd like it to be, nor is it as fast as it used to be, but hey, it's still better than nothing.

Oh yeah, download speeds . . .

Once my ADSL was upgraded I was getting download speeds of up to 160Kb/s, sometimes faster. I know it isn't fast like you lot probably know but it done the job.
Now things have gone downhill.
The majority of places I download from I am getting a seriously crap download speed, with it maxing out at about 30Kb/s then slowly getting slower. It never used to be like this and it's only this year it's been doing it. At first I thought it was just where I was downloading from but then I realised it was pretty much everywhere and other people who were downloading from the same place were getting fast speeds.

My connection is fine for playing games online. There's no problem there at all. I stream music and video (apart from HD) fine. It's just downloading.

So then, guys, have any of you any idea what could be going on?

We've always had a fair bit of noise on the line but that is purely due to the extremely crap copper wires we still use in this area for the phones. Yes, copper wires. You heard correct!
We've changed filters a few times and now the filter on the master socket is playing up. There's crackling on the line when we make a phone call, but when we plug the phone direct into the master socket the crackling seems to go.
I might as well, whilst I'm here, ask if there are any recommended filters to buy? If so, please post them here!

Here is the broadband line status from the routers configuration page:-

I may as well tell you what router I have. It's a BT Voyager 2110.
It's nothing great, I know.

You're line trains in at:
1696 Kbps down (6.4 SNR)
448 Kbps up (14 SNR)

This means you effectively should be getting around 1.6Mbpsdown, and 0.5Mbps up. Your line won't be able to get any faster download speeds, as the SNR(Signal to noise ratio) needs to remain at or above 6. The more speed you put on the line, the lower the SNR gets. As you can see for your upload there is quite some space left to crank it up.

Somewhere on the way you are losing 0.6Mbps. Now these speedtest sites arn't always a good indication, so try downloading this file of our server and see what speed you're getting tops:

http://www.specialattack.net/downloads/part4.wmv (rightclick safe as) (dont ask me what it is, got no idea, just found that in our download dir).

In theory the download speed you should manage to get is 1696/8=212KB/sec minus some 10% overhead, acknowledgment packets etc etc. So i would roughly guess around 180-190KB/sec. If its below that from our servers, we'll continue to search.

In options set it to 0.2 seconds, then do a trace to 85.17.60.102, leave it running for about 5 minutes, then stop it, export to text, and post that here.

You're getting firewalled or something on ICMP packets, but the end shows that you have very little packetloss and quite a good response time, so thats ok.

Do you happen to have any other pc's you can test on at the same line?

It has a few packetdrops, some 3% which is not good, but not massively shocking either. Do you have a diff pc you can test with?

This PC is wired.
I was doing other stuff online whilst that was doing whatever it did . . . so maybe that has something to do with it?
Saying that, I did notice that when I had Steam installed whenever I went to play a game it was always lagging with packet loss, yet on the Xbox 360 (wireless) it's fine.

I don't have any other PCs I can test that are wired. I can try it on some laptops?

Ye give it a go on your laptop, and when you test (same goes for your pc), make sure there is absolutely no other internet traffic, otherwise you don't get a clear picture.
