Thirdly: Yes, if you donate Dollars, PayPal should convert them to Euros. I'm just not sure if you have to do it on your side before sending it, or if the recipient can just choose to accept the payment in Euros.

As the recipent you have to confirm the payment and either transfer it into your account's currency or store it in the given currency (so that you have two balances in your account).

All you do is send lets say 10 Euros and it will take whatever 10 euros is of your currency of your account.
