i'm guessing that this is a nerf overall - means the heavy takes three seconds longer before he can get in the fight. shame that you can't build uber with them anymore, but you can do that with a ton of different classes nowadays, so it's no biggy.

i think this makes it like the Quick Fix of soldier backpacks. makes it a bit more viable, which is nice, it just wasn't that interesting in the first place.

fair enough, this weapon has had it coming for a while. i'm guessing that The Escape Plan is essentially the speed boost bonus without the damage penalty; introducing a second weapon like that is just about the best solution they could have come up with.

so a 10% buff to the standard flamethrower. our resident pyrolords will be better at the theorycrafting than me, but considering that 10 percent per hit goes a long way on a rapid-firing weapon like the flamethrower then this sounds like a meaty buff. Phlogistinator change is trivial, but it's still a bad weapon for bad pyros, so whatever
