Restart Steam.
If that doesnt help, delete the clientregistry.blob in ur Steam folder and restart Steam.

I had the same problem earlier and a couple of months ago. It won't fix itself, so do what Sonny said and delete the ClientRegistry.blob and start up steam and it should start updating.

Valve actually suggests not to delete the clientregistry.blob, even though it works in most cases, it has a lot of important data valve (or you) doesn't want to lose O:
