The human eye doesn't see 30fps, that's a guide of where the average eye stops detecting differences in frames presented; all the frames can be seen the brain just stops sorting the changes similar to an optical illusion. The brain will also update some regions of vision quickly while not others, accounting for blind spots, information changes and so on.

If you really think there's no difference between 15 and 60 fps watch a Movie on an early 50inch LCD. In games more naturalistic movement is created by higher FPS which in action games allows for easier targeting.

Also, motion blur can make up a lot of needed FPS. :)

I am once again on an ultra low power system :)

Athlon 600e (needs about 30 watt under load)
Radon 5750 GoGreen (needs only 56 watt under load)
Asus M4N785 TDM Evo
G.Skill Phoenix Pro 120
G.Skill Eco DDR3 1.35 Ram 1333MHZ
Fractal Refine R2 (awesome silenence case)
Enermax Modu87+ 450 (I want gold certificated psus at 200 watt damned!)
6x Scythe Slipstream 12cm @ 500rpm

And well it runs TF2 with custom ultra high settings at 40-55fps.
