Well - it's not cheap, it's a good way for them to make money. If they look good they can literally become millionaires by simply posing nude in front of a camera. They can become famous in the whole world as well. For example, isn't it quite ironic that one of the most famous Polish women is the glamour model Ewa Sonnet? Hell, I would do it if I had the opportunity. 
It's somewhat easier to become a nude model than e.g. a fashion model, a job with UNREAL requirements. Of course I'm not talking about becoming a pornstar because you must have a wholly different attitude to sex, life and yourself in general to decide to enter the porn industry but working as a so-called glamour models doing only softcore stuff. Many women sunbathe topless so there's really only a tiny step to make to pose in front of the camera. =)
Also, the photographers aren't always men. One famous example - Suze Randall. =)
