you have 4 chains, each of which are 3 links long. You also have 9 cents.
The idea is to connect the 4 chains into one large circle. It costs 2 cents to open up a link, and 1 cent to close it again.

when you look at a chain, they are already closed. So, you have 4 segments of chain, each three links long. Connecting one segment to another costs 3 cents total.
