I received an email from paypal claiming that they need to update my account information, but I've no clue if the email itself is legitimate. There does seem to be a policy update but the email asks for credit card number, account password... Anyone know anything about this?

The only way to verify is to check is the link is actually pointing to https://www.paypal.com , and if you visit the link if the certificate presented is valid and issued to www.paypal.com

It makes you download a document then fill out an online form in the browser

I think that paypal would only let you fill in that sort of information on their site anyway.

"account password"

unless it's for logging in, they would never let you fill that information in anywhere, ever.

paypal intercepted 3 of my accounts. Similar information caused some security concerns from their end. They want a scanned copy of my passport and crap, just going to avoid using paypal now.

Phishing e-mail :)

The link in the e-mail will lead you to a Fake -PayPal Homepage to grab your account informations.

And why should Pay-Pall ask you for an update of your account information by e-mail? They could just wait until you login next time to your paypal account and then ask you to check and update your informations or to accept new terms and conditions.

Just log into paypal. If it's legit, the message will be there too.
