The human eye doesn't see 30fps, that's a guide of where the average eye stops detecting differences in frames presented; all the frames can be seen the brain just stops sorting the changes similar to an optical illusion. The brain will also update some regions of vision quickly while not others, accounting for blind spots, information changes and so on.

If you really think there's no difference between 15 and 60 fps watch a Movie on an early 50inch LCD. In games more naturalistic movement is created by higher FPS which in action games allows for easier targeting.

And well it runs TF2 with custom ultra high settings at 40-55fps.

Very similar to me, I made the same Dell custom Tho processor RAM and I think I have a game video card or its a bit older, I quickly upgraded to the pot outside or Dell XPS Studio plane
