Those places were not intended to be accessed by the engi, so very doubtful.
I'd warn/kick/ban in that order if I saw people build on gpit's roofs or the entrances to the attackers spawn ^^

Nucleus Roof: Can be jumped on without dispenser. Present admins are usually ok with it when I tell them it doesnt require dispenser climbing.
Gravelpit Roof C: Can be jumped on without dispenser, so it should be ok in favor of streamlined rules ( e.g. you can build at any place you reach without dispenser climbing.)
Badwater CP2 teleporter on vents: Just my favorite hate place, because you can neither reach it nor easily shoot them. Such places should obviously stay forbidden.
Turbine ( if we ever get engis back ): I heard you can actually jump on the plattforms near the corners, so this wouldnt need an exception. :ugly:

The rule is to not do anything that wasn't intended by the game designers to be possible. It's pretty obvious that being able to walk on a 1 cm wide ledge is not really intentional.

One could argue that they dont fix it like they fixed the wall on badwater, but if they stated somewhere thats it not ok I cant argue with that. :)

If you have to use dispenser climbing, or wallhanging to get to a place, it was obviously not intended for your class to get there.

The only exception from this rule is the big elevated platform near the intel on turbine, which the map designer DID intend for people to get to.

These rules should be followed because they are the rules of specialattack , not whether you can get to them with a dispenser or not.
