So I got a laptop to replace my desktop and for me to take to university, it has these specs:

Intel i7-720QM
ATI HD4830
320gb hdd
4gb ddr3 ram
etc... w/e

Runs TF2 always over 100 fps, but I have a hugeeeeeee problem. My mouse feels really laggy specifically in TF2; I have exactly the same settings/config as I do on my desktop, same mouse driver settings blablabla. This is bad since this stops me being super pro l33t as you all know I am. It is rather annoying since I am going to sell my desktop, so it would be nice to get this sorted.

I have applied the windows 7 registry fix for mouse acceleration, also I lowered the mouse usb polling rate from 1000hz to 500hz which seemed to help a little (I also tried 125hz but that made it worse). Any idea's why this could be occuring? I really hope its not just the usb ports are shit.

I'm using a deathadder, it's not the mouse, because switching back to my desktop system, it's absolutely perfect again.

Try disabling multicore rendering. That always made my mouse feel laggy when I was on my shittier GPU.

Your fps will probably suffer from it though ;/

Ah i read something about that online but I dismissed it, so I guess that's the thing to try!

EDIT: I don't really think that made a difference

if you're interested, some info on your graphic card. Also some nice comparisons on scores compared to other cards and the same card in different laptops and there scores.

yup, latest ati drivers, latest windows update. Not sure about the bios though

edit: just tested it out again, and I found I had one threading console command enabled which is known for causing mouselags, don't know how I missed it, that in combination with turning off multicore seems to have worked!

Slightly annoyed that I can't use all my cores, but oh well 8)

Try completely removing your mousedrivers and play without them for a bit, see if that's different.
