Definitely. You cannot give the poor money just for the sake of doing it, without controlling strictly what they do with it. Because if there's one thing that poverty means, it's lack of education. Like I said, i feel that the EU is doing a shit job at controlling their investments, and after Greece they really need to understand that sometimes a country just can't fight corruption from the inside, let alone handle bad management. The EU must step up, be strict and firm. They have the means to pressure governments so it's about time they actually do it.
