JediLardMaster - I just hope this isn't the Tweaker that has been mentioned umpteen times on the forums, most recently in a thread that was deleted for some reason. If it is the Tweaker described here:

then under no circumstances should you spread word about it. It can f00k up your TF2 settings for good without a word of warning as it did in UndeadDruid's case. It's better to tweak the settings manually (as outlined in the links I provide in the above post - they're what the Tweaker uses anyway, only without the risk of overwriting something irreversibly).
P.S. I just checked your link - JediLardMaster - luckily the links in the quoted thread are dead because it looks very much like the Tweaker I'm describing (4 categories, .NET Framework required etc.)
i don't see the issue with the program. Just create a backup from your config files etc and happely experiment away. In the worst case you'll need to re-install TF2. So what? His FPS is crappy anyway, its atleast worh a shot, or either keep playing as it is now, which he clearly isn't intrested in.
My advice, experiment away, try anything you find on the web. You'll get there by trial and error. Thats how almost everyone here of us gains their knowledge about stuff.
