You can order rubber stamps with pretty much anything written on them (that's the purpose of stamps after all). This one's a very good idea. ^^
Hmm - seems a bit pricey to me - any shop that sells rubber stamps can make one for you if you want "WTF?" written on it and I believe that this usually costs less. I am sure that there are dozens of such shops in The Hague or Amsterdam.
